Since inception of Agenda 2030 and Paris Agreement in 2015 in parallel, Tanzania has been incorporating the two global agenda into development plans and strategies. Internationally, Tanzania is a signatory to the United Nations Framework Convention on Climate Change (UNFCCC) and participates in the annual Conference of the Parties (COPs). As part of implementation of Paris Agreement on Climate Change of 2015, Tanzania has submitted the Intended Nationally Determined Contributions (iNDCs), and ratified as Nationally Determined Contribution acting as a monitoring tool to Paris Agreement implementation.
Moreover, Tanzania as one of the members of United Nations committed to implement Agenda 2030-a plan of action for people, planet and prosperity with 17 Sustainable Development Goals (SDGs) by mainstreaming in its National Development Frameworks and implemented through national medium-term plans i.e. the National Five-Year Development Plan 2016/17-2020/21 in the Mainland and the Zanzibar Strategy for Growth and Reduction of Poverty 2016-2020, which also adheres to the three dimensions of sustainable development (economic, social and environment). In implementing the Agenda 2030, Tanzania set the National Sustainable Development Strategies as intention of achievement, whereby under Ministry of Finance and Planning (MoFP), the Voluntary National Review of SDGs implementation developed and submitted in 2019.
This Desk Review study hinged on the Assessment of Progress in the Implementation of Paris Agreement and SDGs and assess the extent to which Tanzania align and integrate the two processes with policies coherence and institution framework so as to generate baseline.
FORUMCC assigned to conduct this desktop study on Assessment of Progress in the Implementation of Paris Agreement and SDGs in Tanzania under The Pan African Climate Justice Alliance (PACJA)’s project “Deepening African Civil Society Engagement in International Post-Paris Climate Change Dialogue and Response Strategies”-supported by Swedish International Development Agency (SIDA).
In Tanzania, this report documents the analytical progress in the implementation of Paris Agreement and SDGs and respective recommendations from literatures based on pure desk research in three key focal areas namely: the integration of the Paris Agreement into SDGs process and reporting i.e. Coordination mechanisms within department, policy coherence, the effects of COVID-19 in implementation of SDGs and Paris Agreement and the role of CSOs in catalyzing Paris Agreement and SDGs processes in Tanzania.
The finding from desktop research and gathered data will be useful in pushing for consideration of these two important processes in Post COVID reconstruction process.
Consequently, the study came up with recommendations and key messages necessary for policy brief development, and advocacy whenever necessary.
