The Kenya Platform for Climate Governance (KPCG), representing civil society organizations, is part of the technical team supporting the World Bank Implementation Support Mission for the Financing Locally Led Climate Action Program (FLLoCA), that took pllace in Nairobi from 24 March to 4 April 2025.
The mission aims to assess overall progress of the program and review actions agreed upon during the Mid-Term Review. These include restructuring plans, procurement and financial management systems, safeguard compliance, and the effectiveness of implementation arrangements across participating agencies. Site visits are being conducted in Uasin Gishu, Nandi, Tharaka Nithi, and Isiolo counties.
During the session, CSO representatives provided updates on the CSO Engagement Framework operationalized in 2024. Key milestones shared include:
These focal points are supporting local awareness, facilitating community participation in FLLoCA activities, promoting uptake of grievance redress mechanisms, and conducting social audits to monitor project implementation and community feedback.
The meeting also reviewed progress on onboarding national CSO entities—three networks and three organizations—with completion expected by the end of April. In February 2025, CSO representatives underwent capacity-building sessions on social accountability mechanisms.
Notable participants included Dr. David Busienei, Chair of the National CSO Engagement Forum (NACEF), and Faith Ngige, National Coordinator of KPCG. The mission also brought together the World Bank FLLoCA team, National Treasury and Economic Planning, County Directors of Environment and Climate Change, Ministries and Agencies involved in FLLoCA, as well as civil society partners Act! Transform and VSO, who shared insights from social audits conducted in Makueni, Busia, Nyeri, and Kilifi counties.
FLLoCA continues to advance the principles of locally led adaptation by embedding community-driven climate action into county and national systems.
