November 21, 2024On November 19, 2024, in Baku, Azerbaijan, the Pan African Climate Justice Alliance (PACJA) led critical discussions advocating for climate justice and effective adaptation strategies across Africa. The focus was on empowering African parliamentarians to drive inclusive policies, ensure equitable funding, and address the continent’s unique climate challenges.
Key highlights included:
1. Climate Finance & Resource Management
o Emphasizing Africa’s minimal contribution to global emissions, PACJA called for stronger accountability in climate finance. Discussions covered innovative solutions like debt swaps, ensuring that investments prioritize climate justice and the needs of vulnerable communities.
o Challenges in natural resource extraction were highlighted, urging African nations to renegotiate unfair agreements and retain more value from resources like lithium and copper.
2. Transitioning to a Green Economy
o The inevitability of Africa’s transition was underscored, stressing equitable energy access and protection from resource exploitation. Key frameworks like the Africa Mining Vision were recommended to guide sustainable governance and local value addition.
3. Biodiversity and Climate Integration
o The session explored aligning biodiversity conservation with climate targets in Nationally Determined Contributions (NDCs). PACJA advocated for greater synergy between global conventions and inclusive solutions prioritizing local contexts.
4. Labor Migration and Climate Resilience
o Addressing climate-induced migration, PACJA urged balanced policies ensuring dignified, safe pathways and protecting migrants’ rights while fostering social inclusion.
5. Call for Collaborative Action
o PACJA stressed the role of African parliamentarians and civil society in influencing global negotiations and implementing policies to advance climate justice. There was a strong emphasis on fostering inclusivity, protecting marginalized groups, and advancing human rights in all climate actions.
