PACJA Strategic Plan (2026–2030)

This Strategic Plan (2026–2030) is not the product of a single Author but the collective wisdom, lived experiences, and unwavering commitment of the entire Pan-African Climate Justice Alliance (PACJA) fraternity. It embodies the voices of our Secretariat, the dedication of our 54 Designated National Platforms (DNPs), the strategic guidance of our Continental Executive Board, and the solidarity of our Partners—Faith-based institutions, Academic centers, women’s movements, youth movements, Indigenous networks, Labour movements, and civil society Allies—who walk alongside us in the pursuit of climate justice.

We extend our deepest gratitude to the over 2,000 member organisations (who constitute the Continental Governing Council and General Congress) spanning every corner of the African Continent, whose daily struggles, innovations, and resistance form the moral and operational foundation of our Alliance. Your courage in the face of ecological degradation, economic marginalisation, and political exclusion continues to anchor PACJA’s mission in truth and justice.

We extend special recognition to the participants of the February 2025 Annual Convening in Addis Ababa, where DNPs and Secretariat teams reflected on our shared journey under the 2021–2030 Strategic Framework. The insights shared—on shrinking civic space, donor volatility, gendered climate impacts, youth agency, and the promise of locally-led adaptation—have directly shaped the contours of this document.

We are particularly indebted to the Departmental Leads, DNPs Coordinators, and SectoralThematic focal persons who, in the weeks following the convening, meticulously translated collective reflections into structured narratives, proposed actions, and strategic refinements. Your willingness to interrogate assumptions, name gaps, and reimagine possibilities—while honoring institutional memory—has given this review its analytical depth and programmatic relevance.

We also acknowledge the intellectual and operational contributions of our flagship initiatives: the Climate Justice Impact Fund for Africa (CJIFA), which has proven that trust-based, flexible financing can unleash grassroots power; and the Nairobi Summer School on Climate Justice (NSSCJ), which has nurtured a new generation of Pan-African climate justice leaders and Advocates rooted in praxis, solidarity, and critical consciousness.

To our Donor Partners, Allies, and technical partners—past and present—thank you for believing in a vision of climate action that centers people over profit, justice over technocracy, and Africa’s agency over external prescription.

Above all, we honor the resilience of frontline communities—women farmers in the Sahel, pastoralists in the Horn, fisherfolk along our Coasts, Urban poor in our swelling Cities, and Indigenous Guardians of our forests—whose lived realities continue to define what climate justice truly means. This document is ultimately a Covenant to you: to amplify your voices, defend your rights, resource your solutions, and ensure that no climate policy is made without you.

This Strategic Plan is offered not as a final word, but as a living commitment—to learn, adapt, and act in alignment with the values that bind us as a movement.
