The Non-State Actors and Inclusivity Committee of the ACS-2 is constituted as a functional structure of the ACS-2 by both the African Union Commission (AUC) and the Federal Democratic Republic of Ethiopia, with the guiding principle of leaving no one behind. Specifically, it seeks to strengthen the participation of all non-state actors, enhance accessibility measures, integrate knowledge, and improve protocols for inclusive participation and safeguards.
To spearhead this mandate, 16 clusters were established, comprising:

Intensive consultations within and across these clusters yielded key messages for inclusion in the declaration.
