PACJA, in partnership with the African Technology Policy Studies Network (ATPS) and the West African Green Economic Development Institute (WAGEDI), is implementing a transformative initiative to enhance the capacity of 12 Sub-Saharan African countries in monitoring and tracking their Nationally Determined Contributions (NDCs) under the Paris Agreement.
Target Countries
Côte d’Ivoire, Ethiopia, Ghana, Kenya, Liberia, Namibia, Nigeria, South Africa, Tanzania, Uganda, Zambia, and Zimbabwe.

Project Goal
To equip governments and key stakeholders with the tools and knowledge needed to assess, monitor, and report on climate action progress, fostering transparency, accountability, and resilience.
Key Objectives
- Capacity Building: Train national climate change focal persons and champions in 12 countries on NDC monitoring and tracking tools.
- Data-Driven Assessment: Develop country-specific NDC implementation indexes evaluating Governance, Finance, Mitigation, Adaptation, and Measurement, Reporting & Verification (MRV).
- Regional Cooperation: Facilitate knowledge-sharing and policy dialogues to enhance climate governance.
- Competitive Climate Action: Establish an NDC progress ranking to encourage policy improvements and attract climate finance.
Expected Impact
This initiative will introduce the first-ever regional NDC Implementation Index, enabling countries to identify gaps, measure progress, and strengthen their climate strategies. By aligning with Africa’s Agenda 2063, the UN Sustainable Development Goals (SDG 13 – Climate Action), and the African Development Bank’s High Five priorities, the project will drive meaningful climate action across the region.
